Yes, and no. SharePoint Designer must be used to insert your pages into the LCC website, but you may use other html editors, such as Dreamweaver, to create them. However, please keep in mind that LCC only supports SharePoint Designer so unless you already have experience using these other software applications, it is recommended that you use SharePoint Designer.

If you need a copy of SharePoint Designer, you can contact the LCC Help Desk and submit a Service Request.
Authorization must be requested from Web Management before logging in. The login for the new development server is http://edge/ followed by the folder name of the web. More information on how to log into and open your LCC website. (PDF)
